In this leaflet, Pennsylvania philanthropists solicited charitable donations for unemployed British textile workers. The sudden decline in the cotton supply created by the Civil War led to widespread reports of "actual or impending starvation" in cities where the dominant industry was textile manufacturing. The belief in the United States and abroad that restricted access to Southern cotton would bring about economic collapse or foreign intervention on behalf of the Confederacy pushed the administration to expand the cotton trade.
